I I I I I I I I I I I I I I I I I d) City organization regarding personnel and equipment - We are currently doing an in-house study on a word processor tied with a computer and I have City Accountant Moen working on this project along with her regular work. It is extremely important that the City of Ramsey find the most economical way to deliver service to the citizens of Ramsey. This has to be through auto- mation in the delivery of services which involves a lot of things. However, we will be discussing this with the Council Personnel Committee this year and the full Council in 1983. e) Immediate tasks to be accomplished - The following things will be accomplished when we get personnel wages resolved with the Council: f) ~) LGS:pjc 1) Publish the 1983 City Budget - We really can't publish this until we get the personnel wages resolved. Prepare Five Year Capital Improvement Program (CIP)".Budget - We will be able to prepare this document when the ordinance is adopted governing the .installation of public utilities and the assessing of them. 3) Preparation of Fiscal Analysis - This will be prepared when the CIP Budget has been completed. Bond Rating - We will commence work on this after the above ordinance, CIP Budget and Fiscal Analysis has been completed and adopted by the Council. If we can change our bond rating upward, this in itself would be a tremendous help in the developing of Ramsey. Meetings - There is going to be a public hearing on January 6, 1983 at 1:00 p.m. at the Metro Council Chambers which will be held to amend the Water Resource Capital Improvement Plan. This hearing will also cover the Ramsey second connection. Our developers and Councilmembers should attend this meeting to protect our interests, should it become necessary at this meeting.
