Commissioner Dunn stated~ for the record, that he is not in favor of granting blanket approval before establishing the Findings of Fact and it is the responsibility of Planning and Zoning to establish those Findings of Fact. Mr. Berg stated that if the Commission has any changes and/or corrections to the Findings of Fact drawn up by the City Attorney, those changes should be submi'tted by November 17, 1982 so that they may be included in the Council agenda. Planning and Zoning did request that a site plan be presented to the Commission. Mr. Berg replied that Council felt that two driveways would be less of a problem for the City because the City does not have to maintain driveways but it does have to maintain a street, which was the alternative. I I I I I City Attorney Goodrich inquired if Commission wanted to use the Building Official's report as the Zoning Report or is the Commission going to request the Zoning Officer to prepare a Zoning Report? Con~issioner Dunn stated that he cannot approve the conditional use permit until he sees a better plan for on-site sewer system. He also stated that the preliminary plat was approved contingent upon soil borings proving lots are adaptable to on-site sewer system . Motion by Commissioner Deemer to table consideration of Ramsey Commons Urban Development Permit until information provided by Administrative review is available and engineering details from the plat are available. Commissioner Isakson seconds the motion for further discussion and inquired why there wasn't a letter from the City Engineer answering Commissions questions in this case. Mr. Berg replied that the City Administrator implied that these items were addressed at the preliminary plat approval. City Attorney recommended requesting information instead of tablin§ the case.
