Vegetation on the site consists mainly of wild grasses <br /> with pine trees bordering the east side of the property. <br /> The proposed plan and letter indicate landscaping will <br /> be provided but no specifics are mentioned. <br /> <br />c. The topography of the site is moderately sloping to the <br /> southeast. A small depression is located on Lot 3 which <br /> is proposed to be expanded into Lot 2 to provide for a <br /> stormwater holding pond. The City of Ramsey will obtain <br /> a drainage easement over the pond when the plat is filed. <br /> <br />Traffic circulation will be limited to Lots 1 and 2 and <br />Lots 3 and 4. These lots will also share common drive- <br />ways. <br /> <br />The impact on the traffic volumes on C.S.A.H. #5 will <br />be minimal in the early stages of development. However, <br />when utilities, are installed and traffic volumes increase <br />on C.S.A.H. #5, it would be advisable to limit the number <br />of access points unto the highway. Therefore, we would <br />recommend that the portion of the 50-foot setback area <br />adjacent to C.S.A.H. #5 be kept relatively clear for the <br />possible construction of a future frontage road. <br /> <br />This development is proposed to receive sanitary service <br />in 1990. In the past, it has been the City's policy to <br />limit the density within the Urban Area to one dwelling <br />unit per acre as stated on page 37 of the Comprehensive <br />Plan. <br /> <br />To allow for development of more than one building, the <br />City would have to change their existing policy on density. <br />Also, a contract or an agreement has to be drawn up to <br />cover the construction and maintenance of a common on-site <br />wastewater disposal system as per Section 150.014H of <br />the City Code. Since.the proposed construction schedule <br />spans four years, the City should not grant permits for <br />all buildings at the same time. Therefore, if it appears <br />that city sewer does not progress on schedule, development <br />of the plat could be delayed. <br /> <br />Development concepts: <br /> <br />The land use relationships are consistent with the City <br />Code. It is anticipated that this development will <br />provide a buffer between the urban residential develop- <br />ment and future commercial development to the south. <br /> <br /> <br />
