I <br />I <br /> I <br /> I <br /> I <br /> i <br /> I <br /> I <br /> <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />Honorable Mayor and City Council <br /> <br />- 3 - <br /> <br />December 15, 1982 <br /> <br />b$ <br /> <br />The proposed development meets the open space require- <br />ments of the City Code 'in regard to 35 percent maximum <br />lot coverage. <br /> <br />The letter states that parking will be provided,"but <br />no plans or dimensions were submitted. <br /> <br />The letter indicates that landscaping of the full yard <br />will be provided, but no details are shown. <br /> <br />Section 170.015I(6) Viii E of the City Code requires <br />that any UMB use adjacent to residential land shall <br />provide screening and a minimum of a forty (40) foot <br />wide landscaped yard along the residential boundary and <br />twenty (20) feet of landscaped yard between the street <br />and structure. The Widths may be reduced by the city <br />council if no detrimental effects on the adjacent <br />properties are created. <br /> <br />es <br /> <br />Access to the development is proposed directly from <br />C.S.A.H. #5 by common driveways between Lots 1 and 2 <br />and Lots 3 and 4. No plans for the driveways were <br />provided. <br /> <br />Drainage easements were provided on the final plat by <br />the developer. The city council may wish to request <br />additional easements for a future frontage road. <br /> <br />In review of other performance standards of the City <br />Code, we found the proposed development to be in <br />conformance. <br /> <br />4) Community involvement: <br /> <br />We have not completed a detailed Assessed Valuation <br />Benefit and Public Service Cost Ratio. However, the <br />proposed development with the exception of structure <br />sizes basically complies with the City's Comprehensive <br />Plan. ~: <br /> <br />We do not foresee any adverse environmental effects <br />provided the developer agrees to provide and maintain <br />utilities until public utilities are available. The <br />City should also review the development of each lot <br />separately so densities can be kept maintainable until <br />public utilities are available. <br /> <br /> <br />
