I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br /> <br /> SURFACE WATER MANAGEMENT <br /> <br /> Meeting Minutes <br />Thursday, December 2, 1982 <br /> <br />PRESENT: Bill Ottensamnn, Coon Rapids; Carol Carlson, Champlin; Sy Knapp, <br /> Brooklyn Center; Bob Johnson, Anoka; Neil Johnson, Brooklyn Park; <br /> Pete Raatikka, Ramsey; Fred Salsbury, Columbia Heights; John Flora, <br /> Fridley; Jerry Mortenson, Blaine; Joseph Anderlik, Spring Lake Park; <br /> Gerry Butcher, Maple Grove; Eugene Hakanson, Osseo <br /> <br />The group reviewed the proposed boundaries of the Upper Mississippi River <br />Drainage District as proposed by the Metropolitan Council. One of the <br />suggestions was that, in the formation of a district, the Upper Mississippi <br />be split into two districts separated by the River. Mr. Ottensmann pointed <br />out that under Subdivision 2, if the Watershed Management Organization is not <br />estqblished by December 31, 1983, the County must petition for .the establish- <br />ment of a watershed district under Chapter 112 provided however, "that the <br />district so created shall not cross a primary river" It would, therefore, <br />seem that it would be possible to create two districts out of the proposed <br />Upper Mississippi District. Jerry Butcher of Maple Grove stated that they <br />are proceeding to combine part of the Crow River District with the Elm Creek <br />District. Sy Knapp of Brooklyn Center felt that expanding existing drainage <br />districts was a viable alternative. M~. Fred Salsbury of Columbia Heights felt <br />his community would not be receptive to enlargement of existing drainage <br />districts. Mr. Ottensmann stated he felt that Coon Rapids likewise would <br />not be receptive to expansion of the Coon Creek Watershed District. <br /> <br />Mr. Flora of Fridley pointed out some of the problems which might result <br />from multiple drainage districts. The group discussed the possibility of an <br />umbrella organization with smaller suborganizations for each subdistrict. <br />There was a general agreement that districts created should be split by the <br />Miss-issippi River. The group further felt that the cities should proceed <br />expeditiously in creation of watershed management organizations. <br /> <br />It was agreed to meet again on December 9, 1982, and invite representatives of <br />the Water Resources Board, the Metropolitan Council, and Mr. Vern Peterson of <br />the Association of Metropolitan Municipalities. The group then briefly <br />discussed the authority of the various persons present to represent their <br />communities. Most of the representatives indicated that they were keeping thier <br />Managers and Councils informed of the proceedings and felt at this time the ' <br />present group was best qualified to deal with the problems. <br /> <br /> <br />
