Daryl Saathoff will complete salary step
progression to the Heavy Equipment Operator
midpoint on March 1, 1983. That midpoint
will be the established one for 1983. 'This
step program is intended as a training cycle
to learn the particular job, and other duties
which are of vital importance.

Salary 'Incrementa~l Increases - We have five employees il~ this
category, they are as follows:

1. Lloyd Schnelle, City Administrator
2. Michael Auspos, Police Chief
3. Clayton Berg, Building Official
4. Jeanne Moen, City Accountant
5. Sheila Beyer, Deputy Clerk

The salary increases for these individuals were spread out over
a 21 month period of time to lessen the financial load on the
city. Consequently, these employees have not reached their
midpoint, whereas other city employees have. This also means
the above employees have carried a greater burden of the city
by themselves.

Note #3: Cost of Living - This year, as last year, we used data from certain
financial institutions (lst Bank of Minneapolis, Northwestern
National Bank etc.) to arrive at the Cost of Living Acceleration
index. This is an elusive number to nail down.

** Personnel Committee recommended decreasing the C.O.L. from 7% to 5%.
Note #4: Adjustments - These are based on the difference between the city's
i982 adopted midpoint and the 1982 Metro Mean, which represents
the average salaried positions of comparable cities. The report
on the Metro Mean is done by the Stanton Corporation.
