I I I I I I I I I I I I FINDINGS OF FACT GERALD PELTZER 1) That the applicant has applied for a Board of Adjustment variance to retain a mobile home on his property. 2) That the property is described as Plat 89203 Parcel 500 and is g~nerally known as 6421 Green Valley Road, Ramsey, Minnesota. 3) 4) 5) 6) 7) 8) 9) 10) 11) 12) 14) That the subject property is twenty (20) acres in size. That approval for placement of the mobile home on the property in con- junction with the construction of a single family residence was granted on January 12, 1982, to become effective February 19, 1982. That payment of a $300 escrow as required by ordinance, was not made at the time that the mobile home was placed on the property. That on July 27, 1982, Marilyn Peltzer appeared before the City Council to request a 90 day extension to their temporary mobile home permit and that said 90 day extension was granted by the City Council. That on August 9, 1982, Mr. Peltzer was notified by the Building Official that their request of July 27, 1982, had been granted contingent upon their payment of the $300 escrow as required by ordinance. That payment of said $300 escrow was not paid as specified in the Build- ing Officials letter of August 9, 1982. That on August 25, 1982, Mr. Peltzer was informed by certified mail, that it would be necessary for him to remove his mobile home prior to t September 3, 1982 inasmuch as he had failed to comply with the City Ordinance by depositing his $300 escrow. That on September 28, 1982, Mr. Peltzer's case was placed on the City Council agenda and their action was to initiate necessary proceedings to have the mobile home removed from the property. That on November 2, 1982, a complaint was filed against Mr. Peltzer for his failure to comply with the ordinances of the City of Ramsey as they relate to the placement of mobile homes. That on November 23, 1982, Mr. Peltzer appeared before the City Council under Citizens Input and was placed on the Council.agenda. That Mr. Peltzers purpose in addressing the City Council was as noted in the minutes, was to request the City to back off on their pending court action. That the consensus of the City Council was to deny the request and con- t~nue with the proceedings that had been initiated.
