Goodrich, City Attorney <br />Landfill/Waste Mangement's Request for Amended Permit., <br />November 24, 1982 <br /> <br /> Pursuant to your direction on November 23, 1982 I spoke with <br />Bob Hutchinson of Anoka County's Environmental Services regarding <br />the above subject. <br /> <br /> He explained to me that what Waste Management is seeking by <br />this permit is Phase IV as outlined on the original 1971 pla~s <br />for the site. Phases I and II were the creation of the two hills <br />North and South on the site and Phase III which is now being <br />worked on, is the filling in of the area between the two hills <br />and then capping off the entire site. <br /> <br /> The cover material used on Phases I, II and III was and is <br />being excavated from an area adjacent to the existing site in the <br />South 80 acres. The original 1971 plan called for permitting the <br />operator to back fill with solid waste the area in the South 80 <br />which was excavated. <br /> <br /> The backfilling with solid waste is to be in an amount <br />sufficient to bring this area back to the same contour as it was <br />prior to the cover material being excavated. <br /> <br /> Rather than fill the entire excavated area with solid waste, <br />the County has proposed to Waste Management that it compact the <br />solid waste and place it next to the existing solid waste hills <br />on the South side. <br /> <br /> Waste Management is supposed to present this plan to the <br />City. The County has advised them that no action will be taken <br />on the permit until this has been so presented. In addition <br />Hutchinson feels the PCA will hold off on this until the City has <br />reviewed it as well. Waste Management feels it does not have to <br />present this to the City. <br /> <br /> I recommend that the City Engineer review the 1971 plans in <br />conjunction with the present proposal and advise the Council <br />accordingly. <br /> <br /> One interesting thing I learned is that there is no current <br />plan to require the operator to place a liner under the solid <br />waste to be placed in Phase IV. Hutchinson said the reason for <br />this is that none of the County's other existing sites have been <br />required to have a liner. <br /> <br /> Please advise me if you require further information on this <br />subject. <br /> <br /> <br />
