This may be due to the ]ack of development on existing property, to a short-term need (such as highway construction), or to the limited degree of adverse effects upon adjacent ]and use. Although such uses may not be consonant w~th the uses authorized by this chapter for a particular district, the state of development may make it advantageous to allow certain temporary uses by conditional permit, in accordance with the following. 70.0 ] 713 CRI'Iq/RIA Application for a temporary conditional use permit shall be made to the zonSng officer and no temporary conditional use permit shall be granted for a temporary nse, unless the zoning officer sball find that: a. Adjacent vacant land is not yet ready for development or will not be affected by the proposed use; b. Adjacent developed land will not be adversely affected by the proposed use because of traffic, noise, dust, smoke, unsightliness; c. Blacktop or crushing plant for highway materials; b. Carnivals or circus for period not to exceed twenty-one (21) days; c. Christmas tree sales; d. Excavating business- sand, gravel or black dirt; e. Stockpiling oi materials for use in highway construc- tion;
