Allen, Jr., Commissioner of Revenue, has been referred to me for response. The questions you raise con- cerning watershed management in the metropolitan area have been discussed with Mr. Allen, as well as with Dennis Erno, Assistant Commissioner and W~th Wallace O. Dahl, Director of the Local Government Aids and Analysis Division. Levy Purpose The provisions of Laws 1982, Chapter 509, Section 23, concerning watershed management in the metropolitan area, are rather.difficult to interpret.
