I <br />I <br /> <br />I <br />I <br />I <br />I <br /> <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />WASTE ~.~ANAGEMENT OF MINNESOTA, INC. <br /> dba <br /> Anoka Landfill <br /> <br /> License Conditions <br /> July 1, 1982-Ju~e 30, 1983 <br /> <br />1. ~%e engineering plans, report, and related correspondence submitted by, or on <br /> behalf of, the licensee are a part of the licensee's application and license <br /> issuance and the construction, operation, and maintenance of this facility <br /> will be in accordance with these engineering plans, report, and correspondence. <br /> <br />2. The licensee conduct a water monitoring program as set forth in the Department's <br /> policy statement "Proceedures for Landfill Water Monitoring". <br /> <br /> 3. .Upon reaching the fill elevations set forth in the approved plans, a two part <br /> final or terminal cover shall be applied. The lower half (at least twelve inches <br /> of ~he final cover shall be of a compacted impervious material (permeability of <br /> less than 10-6 cm/sec.) and the upper half (at least twelve inches) shall be of <br /> a compacted soil and top soil and protected by the establishment and maintenance <br /> of a suitable turf. Conveyance of surface drainage off of a filled area shall <br /> be by means of a structure not su]Dject to erosion. <br /> <br />4. The licensee provide a bond in the mount of $100,000. <br /> <br />5. No operations on the far west side of the landfill between May 1st an~ <br /> <br /> 6. If sufficient turf is not established this summer on terminated areas~ <br /> areas must be reseeded by August 1, 1982. <br /> <br />7. The licensee will prevent the soil'migration ~f combustible gas or vapors onto <br /> adjacent properties and will conduct monitoring consisting of at least the <br /> following: <br /> <br /> a. Semi-weekly methane measurements at the ~roperty line gas monitoring probes. <br /> <br />b. Daily inspection of the operation of the venting system to insure~it's <br /> proper operation. <br /> <br />Recording of all gas measurements, venting system inspection results, service <br />and maintenance activities, and operating problems in a gas monitoring log; <br />a copy of which will be submitted to the Department with the monthly operating <br />report. <br /> <br />Prompt notification of the county whenever: 1) the methane concentration <br />at any property line probe equals or exceeds 1%; or 2) the methane venting <br />system, or portion thereof, has been or will be out of service for more <br />than 12 hours (exclusive of normal weekend down time). <br /> <br />Failure to accomplish terminations when required shall constitute grounds for <br />sun%mary suspension of the license. ~ <br /> <br />The licensee install nested wells as setforth in the monitoring policy. <br /> <br /> <br />
