JURISDICTION <br /> <br /> The Minnesota Public Utilities ConTnission {the Can~nission) finds that a <br />hearing iS necessary in the above-entitled n~tter to determine the reasonableness <br />of certain telephone rate Increases proposed by the ,Northwestern Bell Telephone <br />Company (Bell or the Coat, any). The Commission is authorized to conduct such a <br />hearing by H. S. § 237.075. <br />I1. PROPOSED RATE~ <br /> <br /> The rates proposed by Bell would generate an additional S89.4 million of <br />annual gross revenues. <br /> <br /> A co~y of the Company's requested rates is on file in the offices of the <br />Deparlmmnt of Public Service and is open to public inspection during normal <br />office hours. Copies are also available for public inspection at the Company's <br />business offices. <br /> <br /> The Co,mission has suspended the rate schedule filed by the Comoany pending <br />the hearing ordered herein. However, the Company has notified the r~nission that <br />it will exercise its statutory right to place $59.6 million of increased rates <br />into effect on July 20, l~°82. Su:h rates are subject to refund if the Co~m, ission <br />ultimately orders a lesser inc,-ease. <br />III. PROCEDURAL OUTLINE <br /> <br /> The hearing on the petition will be conducted by a Hearing Examiner appointed <br />by the Chief l4earing Examiner of the State of Minnesota and will be held in com- <br />pliance with the applicable laws ~lating to the Public Utilities Commission, the <br />Administrative Procedure Act {M. S. §§ 15.0411-15.052), the_ Rules of the Office of <br />A~intstratlve Hemrtngs (9 MC. AR §§ 2.201-2.222) and the Rules of Practice of <br />Public Utilities Co~mission {Minn. ,Reg. PSC 500o521), to the extent that they have <br />not been-superseded by the Rules of the Office of Administrative Hearings. <br /> <br /> <br />
