The sites were <br />analyzed with respect to the followinq: <br /> <br /> o Land use and land use controls; <br /> <br /> o Existing and future development patterns; <br /> <br /> o Environmental impacts; <br /> <br /> o The protection of agriculture and natural resources; <br /> <br /> o Transportation and other services and facilities appropriate to land <br /> disposal; <br /> <br /> o Patterns of solid waste generation; <br /> <br /> o The facility's proposed final use; and <br /> <br /> o The quality of other potential sites. <br /> <br />The recommendation to approve or disapprove an indiv'idual site is based on the <br />ability of that site, on balance, to comply with the guidelines set forth in <br />the Waste Management Act and the policies and criteria of the Council's Solid <br />Waste Manac~ement Development Guide/Policy Plan. <br /> <br />The following is a summary of the evaluations and recommendations prepared by <br />the Council's staff for each county's inventory. The site locations are <br />identified on the attached map. <br /> <br />ANOKA COUNTY <br /> <br />Coon Rapids/Andover (Site <br /> <br />This proposed sanitary landfill site is located south of County Rd. 116, within <br />and adjacent to Bunker Hills Regional Park. There is some residential and <br />industrial development to the west and south of the site. Access is good. <br />Underlying soils are highly permeable; a double liner and leachate collection <br />system have been proposed b.y the county to protect the surficial groundwater. <br />Bedrock aquifers are protected by an overlying till layer and a confining <br />bedrock layer. <br /> <br />The staff recommends approval of Site q for the disposal of mixed municipal <br />solid waste. <br /> <br /> <br />
