I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Paqe 9 <br />July 2, 1982 <br /> <br />The staff recommends approval of the Louisville Township site for the disposal <br />of mixed municipal solid waste. <br /> <br />New Market Township <br /> <br />This site is located adjacent to the intersection of Inter.state Hwy. 35W and <br />County Rd. 2. The impacts on surrounding land use and existing and future <br />development patterns are minimal. Residential development is sparse in the <br />area. Access to the site is good and transportation-related impacts appear to <br />be minimal. Police, fire, emergency and other services appropriate to land <br />disposal facilities can be provided to the site fairly easily. Upon closure <br />of the facility, light industrial, commercial or recreational uses consistent <br />with the surrounding land use may be able to locate at the site. <br /> <br />The site is underlain by a near-surface perched water table found within sand <br />lenses that do not appear to be interconnected and may not extend off the <br />site. Aquifers deep in the drift and bedrock appear to be adequately protected <br />by overlyinq clay soils. The site seems to have inadequate drainage. Drainage <br />through this area would have to be diverted from the Vermillion River, and <br />other on-site drainage problem areas corrected with engineering techniques. <br /> <br />The staff recommends approval of the New Market Township site for the disposal <br />of mixed municipal solid waste. <br /> <br />Savage Site/Prior Lake Aqqreqate (Demolition Debris) <br /> <br />This site is located on County Rd. 44 in the southwestern part of Savage. Use <br />of the site for demolition debris disposal would provide fill material for the <br />excavated areas of the current gravel mining operations. The site area could <br />be developed in a way to make it compatible with the surrounding land use. <br />Access and transportation-related impacts could present nuisance and safety <br />problems with existing and future development, especially along County Rd. 44. <br />The county should evaluate traffic-related impacts and alternative routes to <br />the facility. Police, fire, emergency and other services appropriate to land <br />disposal facilities can be provided to the site fairly easily. Surface water <br />and groundwater would appear to be adequately protected if a minimum five-foot <br />separation is maintained between the waste material and the water table and if <br />surface drainage is properly controlled. <br /> <br />The staff recommends approval of the Savage/Prior Lake Aqgregate site for <br />disposal of.demolition debris. <br /> <br /> <br />
