! <br />! <br /> <br />TO: <br />FROM: <br />RE: <br />DATE: <br /> <br />RAMSEY CITY COUNCIL <br />CITY ATTORNEY <br />LANDFILL <br />JUNE 22, 1982 <br /> <br />On June 3, 1982, I met again with the County Staff and the Anoka <br />City Attorney concerning the proposed joint powers agreement. <br />This was the first time this group had met in over a month. The <br />apparent reason for the delay was the time necessary for the <br />County to determine the size of site P and its related buffer <br />zone. Also, the County Attorney wanted to review the methane <br />study and proposal as he felt there were some problems with it. <br /> <br />At the June 3 meeting, several questions were raised relating to <br />various aspects of the proposed agreement. <br /> <br />In discussing the proposed agreement with Lloyd Schnelle and in <br />preparation for the meeting scheduled for June 16 with the <br />County relating to the landfill, Lloyd and I felt it desirable <br />to meet alone with the County Attorney which we did on June 15, <br />1982. <br /> <br />Our major concerns at that meeting were the following: <br /> <br />The site size, which we have now been advised will be 195 <br />acres for actual dumping and 195 acres of buffer zone. <br />This entire site is referred to as site P. <br /> <br />If Anoka owns only 80 acres of site.P, why doesn't the <br />County simply condemn that 80 acres from Anoka like it will <br />from all the other landowners from whom land needs to be <br />acquired? Why should Anoka be a part of the long term <br />contract as certainly no other owners will? <br /> <br />What impact will the site consisting of approximately 400 <br />acres have on the City's property tax ability? <br /> <br />What impact will the site have on the City's ability to <br />specially assess the area for sewer and/or water <br />improvements? <br /> <br />If Anoka is bought out by the County, will the County <br />participate with Ramsey in the revenues? <br /> <br />As you can see, we raised some very important questions, the <br />answers to which could, affect Ramsey for many years to come. <br />The County Attorney said we raised pertinent questions which he <br />was going to attempt to answer. He was going to be out of town <br />until June 21, 1982 so I am not certain if we will have a <br />response from him by June 22, 1982 or not. <br /> <br />Because of our discussion with the County Attorney on June 15, <br />1982, we cancelled the June 16 meeting and will reschedule such <br />a meeting in the future when we have more definite information. <br /> <br />wkg/cmh <br /> <br /> <br />
