City of
151§3NOWTHEN BOULEV~RDN.W.,I~AMSEY, MINNESO'1-~55303 · (~121427-1~10

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

J~me 16, 1982

To:
From:
Tie:

Lloyd Schnelle
Chief Auspos
Fireworks Permit

Regarding our conversation concerning the interest expressed by

JiTmny B's to have a fireworks display on or around July 4th, 1982

I have talked to the Anoka city firemarshall, Doug Freeby and also

to Jake Strouse, Anoka Fire Chief. The consensus of both is that
this would be a poor location for such an acitivty due to the prox-
imity of the airport, McGregor'~s and Highway #10. I agree with this
wholeheartedly. They also told m~ that the persons putting on the
display must be experienced in pyrotechnics and can be required to
put on a display for the licensing authority at their demand to
show profeciency. The persons putting it on must be bonded and are
responsible for locating all duds or slowfires. They must also have
a permit to possess the fireworks brought into this state. It seems
that even though the state statutes refer to adherence to rules set
up by the state fire marshall, those rules are not set out but are
apparently left up to local authorities. If the council does decide
to even consider this they should refer it to P&Z for drafting of the
n~les and regulations to follow and I doubt that this could, or should,
be done in time for July 4th of this year. It may be something you
want to have done for future applications however as I 'm sure this will
come up again~e grow.
