Mr. Waldowski, 14743 Bowers Drive NW, is requesting to merge his two lots together. This was before the City Council on May 25, 1982 at which time the Council tabled the request until the June 22, 1982 meeting. Please refer to enclosure D-3, Case #4 (Council New Business) of Council agenda dated May 25, 1982. I I I I I I I I Accordingly, the Staff does not see a problem in Mr. Waldowski's combining of his two lots, providing he understands that he will be assessed for two units. ~]e City's policy has been to allow individuals to combine lots, with the understanding that they will be assessed for two units. In those cases where the Council would allow the combining of two lots b6t only assess out for one unit, Council has required that the individual understand that he would not be able to ever resubdivide this particular parcel of land and this was done by resolution and a signed agreement between the City and the individual. Council has to be very careful that they are consistent in these cases and that they document their action. Council Action: Your action will be as follows: a) Deny Mr. Waldowski's request to combine his two lots. b) To allow Mr. Waldowski to combine his two lots but assess him for two un. its. He would still save on his property tax, as this would reduce his property valuat~ion by approximately $7,000.00. I I I c) To allow Mr. Waldowski to combine his two lots and assess him for one unit. This would mean he would receive only a one iunit assess~ meat for the Bowers Drive street improvement instead of the two units. Any of the above will require action by resolution. However, if you go with the action contained in subparagraph (c), we would have to have the City Attorney draft up the agreement and Mr. Waldowski should pay for those costs.
