INTRODUCTION AND SUMMARY <br /> A. Abstract and Issues <br /> <br />May 14, 1982 <br /> <br />I <br />I <br /> <br />The City of Ramsey is located on the extreme edge of the Metropolitan <br />Urban Service Area. Being located in such a position, the planning <br />challenges facing the city are difficult and complex. The Ramsey <br />plan moves away from past development practices of allowing scattered <br />growth in the rural area and focuses growth to that area (the <br />southeastern corner) of the community which will receive sewer <br />service in the planning period. With adjustments made by Ramsey <br />during the course of review, the plan is in general conformance with <br />Council policy plans. No plan modifications are required. <br /> <br />.A_u~t~h~o~r_i~t~ for Review~ <br />Ramsey's comprehensive plan has 'been prepared and is being reviewed <br />pursuant to the Metropolitan Land Planning Act, Minnesota Statutes <br />Section 473.175 <br /> <br /> B. <br /> <br /> The plan consists of two documents: the Comprehensive Storm Drainage <br />m Plan for the City of Ramsey, February 1980, and the Ramsey Compre- <br /> hensive Plan for 1982. During the course of the review, the city has <br /> forwarded two sets of revisions for inclusion in the comprehensive <br />m plan. The first set of revisions was adopted by resolution of the <br /> city council on January 4, 1982. (This revision deleted the <br /> transition area, added policies to allow participation in the Ag <br />m Preservation Act, added policies dealing with rural residential <br /> development, amended the transportation plan to conform'to the <br /> metropolitan system, and amended the sewer plan to reduce the size <br /> of the 1990 Urban Service Area and flow projections.) The second set <br />m of revisions was adopted by the city council on March 29, 1982.
