Consiste. ncy with Metro~oli]tan Develo_pment Framework (Robert Ryan)

The Development Framework shows Ramsey to include three policy
designations befitting the comunity's location as a transition from
the Urban Service Area to .the Rural Service Area. (SeE Attachment I.)
The extreme southern portion of the city, containing approximately
one and a half square miles in area, is shown to be added to the
Urban Service Area during the 1981-1990 period. The remainder of the
community is shown in the Rural Service Area, General Rural Use
Region with the exception of the extreme northwest corner which is
shown in the Comercial Agriculture Region of the Rural Service. Area.

The Framework expectation is for development in the Urban Service
Area portion to be staged in an orderly fashion based on the best
available forecasts for growth and the financial capability of the
city to expand all services, as well as sewer. The Framework
expectation for the General Rural Use Region is a maximum
residential density of one unit per 10 acres, and a minimum of city
service commensurate with a rural area. For the Comercial
Agricultural Use Region, the Framework expectation is to identify and
protect prime agricultural lands and a maximum residential density of
one unit per 40 acres. -'

1.
