I I' I The existing development within Ramsey can be characterized as scattered small lot (one - 2.5-acre lots), single-family residential and strip commercial and industrial alon9 TH 10. This type of development is clearly inconsistent with Development Framework policies for a General Rural Use Area. Based on an analysis of the existin§ development pattern, it was determined that most existing plats are more than 50 percent developed and that consolidation of existing platted lots would be difficult. I I I I I I I I I I The plan, as revised, takes the existing land use pattern as a ~iven but makes the transition to a system of managin9 new 9rowth in a way which is consistent with the Development Framework. The majority of new growth is focused into the 1990 Urban Service Area. Therefore, from a land use planning standpoint, a second connection to metropolitan sewer service is warranted to support responsible urban development patterns. B. Conformity with Metro~stem Plans 1. Transportation (Ann Braden) The City of Ramsey is served by one metropolitan highway, TH 10, a principal arterial which runs south-southeast across the southern portion of'the city. Within Ramsey, TH 10 is a four- lane divided highway with partially controlled access. The city recognizes that a lack of service drives and uncontrolled access to TH 10 are problems. To remedy these problems, the city will limit access to TH 10 in accordance with Minnesota Department of Transportation standards. It appears that the thoroughfare plan (map 12) shows CSAH 5 and CR 57 as minor arterials. They are classified by the Metro- politan Council and the Transportation Advisory Board as collectors. Since these differences are not on roads classified as part of the metropolitan highway system (principal and inter- mediate arterials), this ~ssue does not affect the consistency of the plan with metropolitan systems. The city should transmit these changes to the TAB's Technical Advisory Committee for its consideration separately from this plan review. (Since these changes affect more than one community, the consideration of the request may be delayed until the desires of the other communities are investigated.) The MTC does not provide transit service to Ramsey. The plan discusses a strategy to institute and encourage use of a park and ride lot ai the city hall, ~nd the possibility df eventually extending existing bus routes into the Urban Service Area of Ramsey. e Sewers (Barb Moeller) Ramsey's plan discusses both public sewers and private o~-site sewer systems.
