Comments of a local nature have been raised by the City of Anoka. These concerns should be worked out between the cities. E. The plan relates to other Metropolitan Development Guide chapters as follows: The plan is consistent with the Metropolitan Development Framework, the Protection Open Space and Water Resources chapters of the Metropolitan Development Guide, Council policies for stormwater management, and the Housing chapter of the Metropolitan Development Guide. In accordance with Minnesota Statutes 473.206, the city should send new or modified environmental ordinances to the Council for review prior to adoption. 5 The CIP meets the reqdirements of MSA 473.852, Subdivision 4, exfept that the following informatTon should be added to the CIP. At such time as the city amends i{s CIP (at least biennially), it should forward the amended version to the Council for review and corr~nent. a. The CIP should contain a statement of the need for each project. m b. The CIP should include a statement of the financial impact-'] each improvement will have on the city. According to Minnesota Statutes, Section 473.811, Subdivision 5, Ramsey should adopt an appropriate ordinance or reference a county ordinance governing solid waste collection and disposal in the city. ADVISORY COMMENTS ON LOCAL PARK SYSTEM The city has 264 acres of city-owned park land as well as an additional .334 acres of county/regional and school district recreation land. The city has an adequate amount of park land to the year 1990 and has not proposed any additional acquisition. .- The city's park and recreation capital improvement program proposes Land and Water Conservation Funds (LAWCON) to be used in 1983 for the city's community playfield. The city shoul~d be aware that Council Development Framework policy discourages the use of LAWCON funds for the development of parks outside the urban service areas, such as this one, Alternative funding sources should be considered.
