I

I

I

I

DIRECTOR

OFFICE OF REVENUE SHARING

OFFICE OF THE SECRETARY OF THE TREASURY

' ' April 15, 1982~,~--,~ '
' ' REF: 5133 ND

Dear Revenue Sharing Recipient:

The data of record in the Office of Revenue Sharing for your
government for Entitlement Period 14 (October 1, 1982 - September 30,
1983) are provided on the enclosed notice, together with an estimated
Entitlement Period 14 allocation amount which was calculated using these
data. Entitlement Period 14 is the last entitlement period authorized
by the Congress in its 1980 renewal of the Revenue Sharing Program.

The purpose of this notice is to provide an opportunity for your
government to verify its Revenue Sharing data for Entitlement Period 14.
The definition and reference date of each data element were published in
the Federal Register (31 CFR) on April 9, 1982. If you believe an error
exists in the data, considering these definitions'and dates, please enter
your proposed change in the space provided on the form and return it,
together with supporting documentation such as Census Bureau certifica-
tions, audit reports, etc., to: Mr. Matthew Butler; Manager, Data and
Demography Division; Office of Revenue Sharing; 2401E Street, N.W.;
Columbia Plaza Highrise; Washington, D.C. 20226. If you agree with the
data, no action is necessary on your part.

All correction proposals should be received in this Office by May 17,
1982, to allow sufficient review time prior to the initial allocation of
Entitlement Period 14 funds in June 1982~ Upon receipt of each correc-
tion proposal, the Office of Revenue Sharing, Bureau of the Census, and
other appropriate agencies will substantiate 6r correct the data, and
this Office will advise the government of the outcome. As provided in
the Revenue Sharing Act as amended, the Entitlement Period 14 data may
be challenged until September 30, 1984, one year after the end of the
period. However, adjustments to entitlements necessitated by challenges
to these data received after May 17, 1982, will be paid at a much later
date. Governments will be advised of their Fourteenth Period entitle-
ments on their Statement of Assurances forms for this period which will
be mailed in September 1982.

Data Factors for Entitlement Period 14

The April 1, 1980 decennial census counts of population are being
used for Entitlement Period 14. These data supersede the preliminary
1980 census results reported directly to local governments by the Census
Bureau via matlgram in late 1980, and have been adjusted for those
governments with 50 or more Cuban and Haitian legal immigrants who
arrived between April 1, 1980, and September 30, 1980. The calendar year
1977 per capita income estimate shown on Form 3233 will be replaced by a
