Ramsey, Minnesota 55303 Re: Estimated Cost for Construction of 167th Avenue N.W. from C.S.A.H. No. 5 to 3aspar Street N.W. Dear Council Members: As requested at your March 29, 1982, council meeting, we have reviewed the costs of upgrading 1671h Avenue N.W. from C.S.A.H. No. 5 to 3aspar Street N.W. both to Municipal State Aid Street (MSAS) Standards and to City Standards. The estimated cost of upgrading 1671h Avenue N.W. to MSAS Standards is approximately $65,000 and the cost of upgrading 1671h Avenue N.W. to City Standards is approxi- mately $35,000. Since this report is based on existing available data and not the result of a detailed study, the actual costs could vary from 20 to ;~0 percent. If the city elects to pursue this project we would be happy Lo do a detailed feasibili- ty study which 'would include additional soils investigations. We have also reviewed the possibility of extending 167th Avenue N.W. from 3aspar Street Lo Variolite Street. Based on the Anoka County Soils Survey the proposed alignment as shown on the current MSAS map would cross approximately 2200 feet of mucky peat. Without the aid of soil borings, it is difficult to determine the feasibility of constructing 1671h from 3aspar to Variolite Street N.W. However, by moving the alignment of the proposed 1671h Avenue extension either to the north or the south as shown on the attached sketch would reduce the crossing of bad soils to approximately 1000 feet according to the Anoka County Soils Survey. Since a thoroughfare study establishing the need for a east-west route in this area has not been completed nor have soil borings to determine the feasibility of extend- ing 1671h Avenue to Variolite Street, we would not recommend the use of MSAS funds to upgrade 167th Avenue from C.S.A.H. No. 5 to 3aspar Street. The reason for this for this is, if the City would decide not to extend 1671h Avenue to Variolite and they wanted to delete it from the MSAS system they would have to return the funds used on Lhat street Lo the slate. civil · municipal · planning · environmental · land surveying · geotechnics · waste treatment
