I TO: <br /> <br />Ramsey City Council <br /> <br />i FROM: <br /> SUBJ: <br /> <br />City 'Administrator <br /> <br />Adoption of Cable TV Ordinance - Franchise between the City of Ramsey and <br />Teleprompter of Quad Cities, Inc. <br /> <br />(a) Analysis of Proposals Accomplished by MARC Professional Consulting Group <br />(b) Cable TV Ordinance - Franchise between City of Ramsey and Teleprompter of <br /> Quad Cities, Inc. <br /> <br />I 1) Background reference (a) contains MARC Consultants' report on the following bid <br /> proposals that the Quad Cities Cable TV Commission (Andover, Anoka, Champlin and Ramsey) <br /> received from bidders: <br /> <br />aa) Heritage Communications, Inc. <br />bb) Teleprompter of the Quad Cities, Inc. <br />cc) Tribune Cable Company of Minnesota <br /> <br /> The reason the MARC Consulting Group reviewed these bid proposals was because the Quad <br /> Cities Cable TV Commission members decided that they definitely did not have the exper- <br />I tise or the time to do so. Consequently, we then engaged a consulting firm that special- <br /> ized in that type of work. We reviewed several firms and decided on MARC. I myself <br /> checked on their qualifications and was very satisfied with their abilities in this <br /> field. <br /> <br />! <br />I <br /> <br />Accordingly, the MARC Consultants did an analysis of all bids received and then they sub- <br />mitted a written report of their findings. The MARC people reviewed their findings at a <br />public meeting at the Champlin City Hall. Then there was a public hearing held whereby <br />each bidder was allowed to present his case. <br /> <br />I2) General - I spent a lot of time reading on Cable TV and I learned quite a bit about <br />it. They major concern I had and still have is that the City of Ramsey has access to <br />Cable TV the same time the other Quad CitY members and at the same monthly rate. Next, <br /> I was concerned that the Quad Cities have a franchise with a firm that is capable of' <br />I with State of the Art in this fast field. The financial <br /> staying <br /> up <br /> moving <br /> aspect <br /> was <br /> also a major concern in order to perform all the above. <br /> <br />I <br />I <br />I <br />I <br /> <br />Consequently, after reading MARC's analysis on the bid proposal and then having them re- <br />view them with us, I came to the conclusion that Telprompter really answers all my ques- <br />tions and this was especially true after the public hearing at Anoka City Hall. I think <br />members of the Ramsey City Council who were in attendance at this meeting will agree. <br /> <br />3) Conclusion - The Cable TV survey we did to see if the citizens of Ramsey were inter- <br />ested in Cable TV convinced me they were very much interested in it. Also I have received <br />a lot of calls as to when it would be available. The telephone calls made me acutely <br />aware that our citizens in Ramsey had better have the same opportunities as the citizens <br />in Anoka and Champlin in having Cable TV. <br /> <br /> <br />
