The Franchise Agreement does not provide for <br />any mechanism to oversee this area and give an independent <br />assessment as to whether Teleprompter is current or not. <br /> <br />The Character Qualifications of the proposal analysis <br />prepared by the research company hired by the Quad Cities <br />Committee indicates that Teleprompter was convicted once of <br />bribery and once of conspiracy. <br /> <br />I feel that relative to the money invested by the Company, <br />the $10,000 letter of credit is too small. The cost of the <br />system is in the millions of dollars and the $10,000 will <br />not go very far in assessing penalties to a company this <br />size. <br /> <br />$ <br /> <br />I do not feel that Teleprompter will really serve the <br />entire city within one year. The trunk cables may be in <br />but that will not actually be no cost service to our <br />residents as a significant number of our residents will <br />have to pay a rather large amount of money to get service. <br /> <br />Even though the City Attorney has reviewed the <br />Ordinance/Franchise for its'legal sense, there is still no <br />guarantee that Teleprompter will actually perform as is <br />stated in their Franchise. <br /> <br />GR/c mh <br /> <br /> <br />
