You may or may not want to use it.): <br /> <br />a) <br /> <br />Mrs. Arlin Waelti is currently employed with the law firm of O'Connor and <br />Hannan, phone 341-3800. In 1979 she was employed by the League of Minnesota <br />Cities and worked on the local government aid to Cities legislation. She <br />no doubt drafted up Enclosure 6 which is contained in my memo to you dated <br />March 17, 1982. <br /> <br />b) <br /> <br />~'. Roger Peterson is employed by the Association of Metropolitan Munici- <br />palities and his title is Director of Legislative Affairs. He also was <br />very much involved in the developing of the proposed new local revenue <br />base formula and no doubt assisted in preparing the contents of Enclosure <br />6 in my memo to you dated March 17, 1982. <br /> <br />c) <br /> <br />They also had what they called League committees which consisted of City <br />officials, elected and appointed, which also had a hand in developing pro- <br />posed new local revenue base. I will try and get a list of the people who <br />served on that committee to you. I do know that Mr. Stanley Kehl who now <br />works for the law firm of Holmes and Graven, phone 338-1177, at that time <br />worked for the City of Minneapolis. He was very involved in the proposed <br />new local revenue base formula because at that time, Minneapolis was in the <br />process of trying to get the State to bail out their pension funds by using <br />State local aid funds and yet not Suffer any loss in their local government <br />aids. He worked very closely with the League of Cities in getting his mis- <br />sion accomplished. One of the things the City of Minneapolis did was let <br />the League of Cities use their computer in proving their new formula which <br />was then adopted by the legislators. Our comments at that time to the League <br />in regards to having Minneapolis prove the formula on their computer was like <br />letting the fox guard the hen house and as it later proved, we were right. <br /> <br />3) I will also get a copy of the League by-laws and forward that to you for your <br />information. The Cities of the first class can really munipulate legislation through <br />the Minnesota. League of Cities and the legislators I don't think are aware of the <br />powers that the Cities of the first clasee have in this association. <br /> <br /> <br />
