300 Metro Square Building, 7th Street and Robert Street, Saint Paul, Minnesota 55101

Hr. Thomas G. Gamec, Mayor
City of Ramsey
15153 Nowthen Blvd. N.W.
Ramsey, Minnesota 55303

Re:-. Ramsey Comprehensive Plan Review

Area 612, 291-6359

March 9, 1982

At this point in the plan review process, it would be useful to outline
specifically what issues remain to be resolved, what the City of Ramsey has
the responsibility to do, and how the Metropolitan Council will follow up on
the plan review. From the Metropolitan Council's perspective, the City of
Ramsey has the responsibility for the following revisions to its plan in order
for it to be acceptable:

1. Reduce the size of the 1990 urban service area (sewered area) to

approximately 1,O00 acres. The City of Ramsey expects an urban land
demand of 607 acres in the 1990 urban service area, which compares
favorably with the Council's demand estimate of 724 acres of urban
land. The Ramsey plan as originally submitted included a 1990 urban
service area of over 1800 acres, which is three times the area that the
city actually anticipates will be developed. Council policy is that the
1990 urban service area should not include more than a five-year over-
supply of land.

2.' Reduce the size of the commercial/industrial area within the 1990

urban service area to an area realistically sized to the expected

demand. Ramsey's plan forecasts a commercial/industrial land demand of
224 acres compared to the Council forecast of 153 acres. The Ramsey plan,
as revised January 6, 1982, proposes to sewer 811 developable acres of
commercial/industrial land or more than 3.6 times the area that the city
actually anticipates will be developed. Therefore, the 1990 urban service
area should include a supply of commercial/industrial land much closer to
the city's forecast of actual need. The city should keep in mind that the
greater the amount of excess industrial land included, the smaller the
amount of residential and other urban land which can be included within
the total 1,OOO-acre urban service.

Agency Created to Courtlin:~te the l)l:~nning :~ntl [)cvcl,,pmt'nt t~t' the Twin Citit. s .Mutrolx~lit:m Area Comprising:
A,mka C~m nty~ ~ ~Car ver~mnty ' [):[k{,t:x C~m n tYg~tl I-;q u;d ( I1 1 [ l,.n n.,pm (', ,t::ttv: ::~ll/.
