Based on providing equal service to both cities Alternative
1 would cost Ramsey approximately $137,000 and Anoka $42,000. Alternative 2 would
cost Ramsey approximately $82,000 and Anoka $70,000. If the cost estimates provided
by Short-Elliot-Hendrickson are relatively accurate it appears that Ramsey could
provide their own service across the railroad for less than $50,000. Anoka's cost
for their own service is estimated at $91,000.

Based on the economics of the two proposed alternatives, we do not see any benefit
to the City of Ramsey and recommend that you reject the proposals.

If you have any questions in regard to the proposals please let me know.

Yours truly,

CONSULTING ENGINEERS DIVERSIFIED, INC.

Peter R.
