Site review <br />criteria further state that by loc'ation, design and operation, waste facilities <br />shall minimize potential public health risks and groundwater contamination. <br />The East Bethel site by location provides no inherent protection of the sur- <br />ficial aquifer. The lower aquifers, however, may be protected to some degree <br />by the overlying till. Moreover, the lower aquifer is artesian and there <br />appears to be little potential for downward leachate movement. Risk to the <br />surficial aquifer will be lessened by the county's leaachate control program. <br /> <br />Council siting criteria specify that slopes should be between two and 12 per- <br />cent in order to provide adequate but not excessive drainage. MPCA's review <br />noted that site implementation should include a channel to divert runoff from <br />the north. <br /> <br />Protection o[~riculture and Natural Resources <br /> <br />Soils on the site do not exhibit high agricultural potential, and the proposed <br />use would not conflict with Council policies for agricultural protection. <br /> <br />The site could adversely impact a Type III protected wetland and Neds Lake <br />through groundwater or surface water contamination in the event of failure of <br />surface water and groundwater control systems. <br /> <br />Transportation and Other Services and Facilities Appropriate to Land Disposal <br /> <br />Access to the site is very good. Primary access is provided by Hwy. 65. <br />Approximately one-half mile of road upgrading would be required. <br /> <br />Fire protection service is readily available. Service would be provided by the <br />East Bethel Volunteer Fire Department. Response time would be five to 10 min- <br />utes. The site is within 20 miles of Mercy Hospital in the event emergency <br />medical 'care were needed. <br /> <br />Patterns of Solid Waste Generation <br /> <br />The proposed site is within a 15-mile economically feasible hauling distance <br />from all but the southernmost communities in Anoka County. <br /> <br />The county has proposed that the site have an available disposal capacity of <br />1,600 acre-feet (2.5 million cubic yards). Without taking into account recy- <br />cling and recovery opportunities, it is estimated that Anoka County alone will <br />have a landfill capacity demand over the next 20 years in excess of 5,200 acre- <br />feet. Thus, the site's proposed capacity is consistent with locally needed <br />capacity. <br /> <br />Facility's P~.Rposed Final Use <br /> <br />The county has indicated that the site would be developed as parkland. This <br />use is not fully consistent with local plans for residential development in <br />this area. <br /> <br /> <br />
