The site is one of four pro- posed by the county as candidate sanitary landfill sites as required by the Waste Management Act (WMA). The site has been certified by the Minnesota Pol- lution Control Agency (MPCA) as intrinsically suitable for use as a solid waste landfill. A fifth site for demolition debris has not yet been certified by the MPCA. AUTHORITY FOR REVIEW The WMA (Minnesota Statutes, Section 473.803, Subd. la) requires each of the metropolitan counties to adopt, for submittal to the Metropolitan Council, an inventory of four proposed sites in the county suitable for disposal of mixed municipal solid waste and one proposed site suitable for demolition debris. No site may be adopted by the county as part of its inventory unless the MPCA has certified the site asintrinsically suitable for its intended use. The Council is required to review each site for consistency with its Solid Waste Management Policy Plan and to evaluate candidate sites in accordance with guidelines set forth in the WMA. Sites approved by the Council remain in the county's inventory. PROJECT DESCRIPTION The Ramsey site lies just south of the existing Anoka Municipal Landfill. The site is approximately one mile north of State Hwy. 10 and just west of County Rd. 57. Figure I shows the general site location as well as the proposed site boundaries. Those portions of the site expected to be used as landfill are shown, as is a surrounding buffer area. Anoka County has proposed a fill area of 95 acres and buffer (both on and off the site) of approximately 140 acres. At present, the 'site is essentially undeveloped. A portion of the site is under excavation. The existing and planned use of lands south of the site is commercial-industrial. The Gateway North Industrial Airport (private) is approximately 700 feet southwest of the site. Land to the west, low and currently vacant, is planned to be industrial. Adjacent to the existing landfill there is considerable residential development, approximately one-half mile to the northwest of the proposed site. Along the eastern site boundary,
