Ramsey's Comprehensive Plan shows the planned uses of <br />this buffer strip as the same as for,the site itself; the plan indicates sani- <br />tary landfill for the northern half of the site and industrial for the southern <br />half. Sunfish Lake is located immediately east of County Rd. 57. There is a <br />small residential development one-half mile southeast of the site and a few <br />additional residences around the lake. <br /> <br />The proposed site would utilize the access road and office from the existing <br />landfill. The 95-acre fill area would be developed using the area fill tech- <br />nique. Estimated capacity is 2,850 acre-feet (4.5 million cubic yards). <br /> <br />Two potential final uses were identified for the site: either an extension of <br />the public park/recreational area planned for the existing landfill, or recla- <br />mation of the site for industrial development. <br /> <br />PROJECT REVIEW <br /> <br />Criteria and guidelines are provided in the WMA against which the Council must <br />review the county landfill inventories. Each site must be evaluated for con- <br />sistency with the criteria and policies in the Council's Solid Waste Policy <br />Plan and with respect to the statutory criteria. These include: <br /> <br />o Land use and land use controls; <br /> <br />o Existing and future development patterns; <br /> <br />o Environmental impacts; <br /> <br />o Protection of agriculture and natural resources; <br /> <br />0 <br /> <br />Transportation and other services and facilities appropriate to land <br />disposal; <br /> <br />o Patterns of solid waste generation; <br /> <br />o The facility's proposed final use; and <br /> <br />o The quality of other potential sites. <br /> <br />Analysis of the proposed site with respect to these eight areas follows. <br /> <br />Land Use and Land Use Controls <br /> <br />The Ramsey site is currently zoned for industrial use, as is the adjacent <br />landfill as well as the area to the south and west (see Figure 2). The City of <br />Ramsey's long~range plan for the site is parkland for the northern half and <br />industrial for the southern half. Land east of the site across County Rd. 57 <br />is planned as urban residential. North of the site the zoning and planned use <br />are for low-dens'ity residential. All residences are at least 1,000 feet from <br />the proposed fill area. <br /> <br />The Federal Aviation Administration and the U.S. Fish and Wildlife Service have <br />expressed concern over proximity of the site to the Gateway North Industrial <br />Airport because of the potential for creating a bird hazard. There is no his- <br />tory of conflict with the existing landfill, a point noted in correspondence <br />between the Fish and Wildlife Service and the MPCA. <br /> <br /> <br />
