I <br /> I <br />I <br />I <br />! <br />I <br />I <br />I <br /> I <br /> <br /> i <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />- 3 - <br /> <br />No final use is proposed for the site although the possibility of conversion to <br />park or open space is mentioned in county reports. <br /> <br />Access to the site would be provided by County Rd. 22 (Viking Blvd.). The <br />80-acre fill would be developed using the area fill technique and would have an <br />estimated capacity of 1,600 acre-feet (2.5 million cubic yards). <br /> <br />PROJECT REVIEW <br /> <br />Criteria and guidelines are provided in the WMA against which the Council must <br />review the county landfill inventories. Each site must be evaluated for con- <br />sistency with the criteria and policies in the Council's Solid Waste Policy <br />Plan and with respect to the statutory criteria. These include: <br /> <br />o Land use and land use controls; <br /> <br />o Existing and future development patterns; <br /> <br />Environmental impacts; <br /> <br />o Protection of agriculture and natural resources; <br /> <br />Transportation and other services and facilities appropriate to land <br />disposal; <br /> <br />o Patterns of solid waste generation; <br /> <br />o The facility's proposed final use; and <br /> <br />o The quality of other potential sites. <br /> <br />Analysis of the proposed site.w.ith respect to these eight areas follows. <br /> <br />Land Use and Land Use Controls <br /> <br />The buffer area at the northeastern corner of the site contains a mature oak <br />grove. The site itself is currently cultivated and is zoned for agricultural <br />uses. The existing landfill west of the site is zoned for general business. <br />Areas near the site zoned for residential uses are shown on Figure 2. There <br />are six homes in close proximity to the proposed site. Within a mile of the <br />site there are now 90 homes and more than 150 platted lots. <br /> <br />There are five small designated, undeveloped neighborhood' parks near the site <br />and a larger community park. <br /> <br />The site appears to be compatible with existing on-site and nearby land uses. <br />The potential for additional residential development, particularly north of the <br />site, may le~d to greater land use conflict in the future, although conflicts <br />would be mitigated by the county's 750 foot buffer north of County Rd. 22. <br /> <br />Council policy requires that sites should be visually compatible with adjacent <br />property. Specifically, residential and other nonindustrial uses are compati- <br />ble only if there are barriers to reduce noise and obscure public view. The <br />site is well screened on the south by a marsh and Cedar Creek. On the north <br />and east the site is wooded with additional screening proposed by the county. <br />The existing landfill west of the site requires little buffering. <br /> <br /> <br />
