Voting Yes:
ZimHlerman, LaDue and Isakson.
Schneider.

Chairman Peterson, Commissioners Dunn, Deemer,
Voting No: None. Absent: Commissioner

Case #2 Recodification

Mr. Berg stated that the recodi fi cation is progressing slowly because Mr.
Goodrich has been so busy with other City business.

Commissioner Zimmerman recommended deleting outlots.

CITIZEN INPUT

None.

PLANNING COMMISSION INPUT

Commissioner Dunn stated that he,is opposed to Mr. Oren Lemke's proposed
park and recreation plan. He commented that the park land was intended for
use by the citizens of Ramsey, at no charge, and certainly Mr. Lemke will
have to charge admission. Mr. Dunn is strongly opposed to the idea of
leasing City park land, at the expense of the residents, to put money in
someone else's pocket. Commissioner Zimmerman agrees. Commissioner Deemer
stated that possibly Mr. Lemke could develop the park land, purchase
property adjacent to the park on which to construct the proposed recreational
facility and just make his profit from the recreational facility itself.

Commissioner Deemer referred to the Special Council Meeting Minutes dated
February 9, 1982, Page l, Citizen Input, Mr. Bill Aydt's request for
rezoning. Mr. Deemer feels that the ordinance was stretched to allow
James Refrigeration to put in gas pumps at their market and just recently
electronic games were allowed at a quick serve market. Mr. Deemer maintains
that in the future there will be a junior high school located on Nowthen
Blvd., and that these types of quick serve operations will be detremental
to the school site.

Regarding Special Council Minutes dated February 9, 1982, Commissioner
Dunn is disappointed with the action taken by Council regarding changing
Industrial to Rural Industrial. Mr. Dunn stated that it doesn't make
sense for the City to file suit against the Metro council for failure to
provide sewer to the area and then, on the other hand, not to put controls
on the water use and the problems connected with large water use. Mr.
Dunn felt that all properties should have been treated equally. Chairman
Peterson and Commissioner Deemer agreed with Mr. Dunn.

Regarding Special Council Minutes dated February 9, 1982, Case #1, Page 1,
Commissioner Deemer wonders if Council knows what they have let themselves
in for by allowing truck terminals as a permitted use.

P & Z/March 2, 1982
Page 4
