(C.S.A.H. No. 5 to S.T.H. No. 47) <br /> <br />Dear Council Members: <br /> <br />As requested at your February 22, 1982, council meeting, we have revised the <br />proposed assessment area to eliminate the residential assessments. Elimination <br />of the residential assessment increases the MSA or city share to $246,925.00 as <br />shown on revised Table III. Presently the City has approximately $210,000 in <br />their MSA account available for construction. Therefore, the City will have to <br />finance the difference or request for advance encumberance of 1983 MSA funds <br />for this project. <br /> <br />In addition to the elimination of the proposed residential assessment, we have <br />prepared a cost estimate for an urban street section as an alternative to the <br />rural street section. <br /> <br />The proposed urban street section, as shown on Exhibit C, consists of a street 46 <br />feet in width and includes concrete curb and gutter. The existing 66 feet wide <br />right of way would be adequate to accommodate the urban street section. However, <br />in the case of the rural street section the street may be shifted to eliminate <br />the need of acquiring developed property. Drainage from the urban street would <br />require catch basins, storm sewers and ponding areas. <br /> <br />In review of the City's "Comprehensive Storm Drainage Plan", 167th Avenue and <br />the surrounding area lies within Drainage District Sixty-Six. Drainage from <br />this district is proposed to flow southerly to County Ditch 66 which outlets <br />into the Rum River. Figure 16b in the Comprehensive Storm Drainage Plan shows <br />a proposed channel from 167th Avenue to County Ditch 66. Construction of this <br />channel would require right of way acquisition and considerable excavation. Since <br />this channel would benefit subdistricts SS3, SS5 and SS6 only a minimal portion of <br />the cost would be eligible for MSA funding. Therefore, it is proposed to acquire <br />an easement to provide storage of the runoff from 167th Avenue and construct the <br />channel under a separate project. <br /> <br />civil · municipal · planning · environmental · land surveying · geotechnics · waste treatment <br /> <br /> <br />
