I <br /> I <br />,I <br /> I <br /> <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />"Consider a point system implementing Policy 2 based on bonus points <br />awarding communities that are in conformity with the Regional <br />Recreation Open Space System. The new point system must not <br />discriminate against communities ineligible to receive bonus points <br />because they don't have Regional Recreation Open Space units in their <br />jurisdiction. The new system will not be applied until all <br />comprehensive plans should have been submitted to the Council--not for <br />FY '82 grants." <br /> <br />Staff's proposal to meet this directive is to award 30 points for <br />communities who submit applications consistent with their comprehensive <br />plans, and where applicable, these comunities support acquisition and/or <br />development of regional recreation open space facilities. If projects are <br />submitted which are not consistent with that community's comprehensive plan <br />and/or the community does not support regional recreation open space <br />facilities, no points will be awarded. The Commission and Council will <br />have discretion in determining whether the points are awarded based <br />primarily on the Council's review of the community's comprehensive plan <br />(i.e., consistency with the regional park system) or other appropriate <br />factors. <br /> <br />Staff proposes this method because the Council has almost all of the <br />comprehensive plans to use in reviewing the applications and most of the <br />plan reviews will have taken place prior to April 30 (submission deadline <br />for the grant applications). In a few cases, the Commission and Council <br />may need to use other factors to determine whether points should be <br />awarded. This method gives the Commission and Council that discretion by <br />using the phrase "or other appropriate factors." <br /> <br />This method doesn't discriminate against ¢omunities which don't have <br />regional facilities within their border. It is intended to only adversely <br />affect the review of projects submitted by.communities who don't support <br />the regional recreation open space system li.e., they do not recog'nize/ <br />protect regional parks/trails in their comprehensive plans) or who propose <br />projects inconsistent with their own comprehensive plans. <br /> <br />I. QUALITY THRESHOLD <br /> <br />Applicants from the FY '81 grant cycle felt that the quality.threshold <br />should only apply to the "need" and "site suitability/design" criteria. <br />The Commission and Council agreed with this suggestion as the other <br />criteria are not equally applicable to all applications. Staff recommends <br />that the threshold remain at 60 percent in order to promote high quality <br />projects and that it be applied to applic.ations from all policy planning <br />areas. <br /> <br />DEVELOPMENT FRAMEWORK POLICIES <br /> <br />In addition to applying the recreation criteria developed by the <br />Commission, the Council has used several Development Framework policies in <br />reviewing grants. These policy decisions will be made by the Physical <br />Development Committee but are presented here for the Commission's <br />information. <br /> <br />The following Development Framework policies have been used in previous <br />grant reviews and are proposed for use in FY '83: <br /> <br /> <br />
