10 <br /> <br />Council staff makes the following recommendations on the above issues: <br /> <br />That the following Metropolitan Development Framework criteria be applied: <br /> <br />All applications from Rural Centers will be considered (active or <br />passive). <br /> <br />In those parts of the Rural Service Area outside of Rural Centers, <br />only applications for passive recreation will be considered. <br /> <br />In setting priorities among quality projects from Rural Centers, the <br />proposed Freestanding Growth Centers will be given priority over <br />applications from other Rural Centers when demonstrated needs are <br />similar or greater in the proposed Freestanding Growth Center. <br /> <br />Applications from Rural Centers would be ranked with applications from <br />con~nunities outside of the Rural Centers on the basis of recreational <br />project review criteria. <br /> <br />That projects located in the Rural Area but sponsored by a <br />Freestanding Growth Center or a community in the Area of Planned <br />Urbanization be ranked in the sponsor community's planning area. <br />Funding criteria given above shall be applied where appropriate. <br /> <br />K. HOUSING POLICY 39 <br /> <br />The Council has applied Housing Policy 39 by giving.a one third weighting <br />of an applicant's housing ranking as part of the overall Council ranking. <br />This procedure is recommended for FY '83. Community housing points are <br />being revised at this time but will be available for distribution on <br />March 15 with the application packets. Con~nunities will be given until <br />April 30 to make comments on their housing points. <br /> <br />RE COMME N DAT IONS <br /> <br />That the Metropolitan Parks and Open Space Commission schedule a public meeting <br />to hear comments on the proposed FY '83 LAWCON/LCMR recommendations: <br /> <br />1. That applications which meet the general guidelines for boat launches on <br /> lakes identified on Table A, be given priority for funding as follows: <br /> <br />From the amount (not to exceed 3 percent of total available grant <br />funds) taken "off the top" prior to allocation of funds to planning <br />areas. <br /> <br />If additional funds beyond this 3 percent are needed in order to fund <br />all qualified boat launch projects, these funds shall be taken from <br />the planning areas in which the boat launch projects are located in <br />proportion to theYtotal project cost of the qualified boat launch <br />projects in each planning area. <br /> <br />That funds available after a maximum of 3 percent is allocated off the top <br />'for qualified boat launch projects be allocated by Policy Planning Area as <br />follows: <br /> <br /> <br />
