We have not received any unfavorable replies to our resolution. The most favorable replies were received from Speaker of the House Harry Siebens and Senate Minority Leader Robert As~ach. I am enclosing copies of their letters which your City may want to follow up on. Frankly, we think that there is a very good chance that this law could be repealed during this legislative session. We have filed our suit against the State of Minnesota in regards to the law setting up the distribution of local government aid to cities. Here again, if this law was fair and equitable to all cities in the State of Minnesota, there would have never been a need for the creation of the Fiscal Disparites Act. We have been in close touch with the State Auditor, Mr. Arnie Carlson, on the above issues and he is in full concurance in our thoughts on these issues. I guess the major problems have been a result of local government officials, both elected and appointed, not really paying too much attention to the tax laws when they are being considered by the legislators. However, there are exceptions to that too. We .have noticed that the Cities of St. Paul and Minneapolis have paid extremely close attention to these laws and have benefited immensely at the expense of cities such as Ramsey and Eden Prairie.
