'"~" ~~ 15153 NOWTHEN BOULEVARD I~I.W., RAMSEY, MINNESOTA 55302~ ,~ (612) 427-1410 <br /> <br />February 4, 1982 <br /> <br />Mr. Carl Jullie <br />City Manager <br />City of Eden Prairie <br />8950 Eden Prairie Road <br />Eden Prairie, MN 55344 <br /> <br />RE: Fiscal Disparities Act and Local Government Aid to Cities <br /> <br />Dear Mr. Jullie: <br /> <br />I am enclosing a copy of our Resolution #81-196 dated December 22, 1981 <br />which was sent to all the people indicated on the resolution and also to <br />all members of the Senate Tax Committee. <br /> <br />We have not received any unfavorable replies to our resolution. The most <br />favorable replies were received from Speaker of the House Harry Siebens <br />and Senate Minority Leader Robert As~ach. I am enclosing copies of their <br />letters which your City may want to follow up on. Frankly, we think that <br />there is a very good chance that this law could be repealed during this <br />legislative session. <br /> <br />We have filed our suit against the State of Minnesota in regards to the <br />law setting up the distribution of local government aid to cities. Here <br />again, if this law was fair and equitable to all cities in the State of <br />Minnesota, there would have never been a need for the creation of the <br />Fiscal Disparites Act. <br /> <br />We have been in close touch with the State Auditor, Mr. Arnie Carlson, on <br />the above issues and he is in full concurance in our thoughts on these <br />issues. I guess the major problems have been a result of local government <br />officials, both elected and appointed, not really paying too much attention <br />to the tax laws when they are being considered by the legislators. However, <br />there are exceptions to that too. We .have noticed that the Cities of St. Paul <br />and Minneapolis have paid extremely close attention to these laws and have <br />benefited immensely at the expense of cities such as Ramsey and Eden Prairie. <br />I guess we have to give them an "A" for paying attention and doing their <br />homework. <br /> <br />Sincerely, /- <br /> <br />-.'; ~ / <br />CITY OF RAMSEY/ / t '" <br /> <br />Lloyd -~.
