m <br /> <br />COUNTY BOA~,~ .~UPPORT FOR COI.~PREHENSIVE ANALYSIS <br />OF TAXING AND REVENUE DISTRIBUTION POLICIES OF <br /> THE STATE LEGISLATURE OF MINNESOTA <br /> <br /> WHEREAS, the Anoka County Board of Commissioners is of the consensus <br />opinion that the taxing and revenue distribution policies of the State <br />Legislature serve as the heart and backbone of the structure of local <br />government and its relationship to higher levels of government and the <br />private sector which government serves and depends upon for its existence; <br />and, <br /> <br /> WHEREAS, in recent years, the Anoka County Board of Commissioners <br />has been aware of a growing concern on the part of local governmental <br />officials, leaders of commerce and industry, as well as the general <br />constituency about the direction of the tax policies and revenue distribution <br />formulas in the State of Minnesota; and, <br /> <br /> WHEREAS, the Anoka County Board of Commissioners is particularly <br />concerned with the recent shift of property tax burden from homestead <br />residential property to commercial industrial property in the State of <br />Minnesota and its effect on the "business climate"; and, <br /> <br /> WHEREAS, another major concern of the Board of County Commissioners <br />is the built-in inequities in the revenue distribution formulas of the <br />State of Minnesota relative to local governmental aids and fiscal disparities; <br />and, <br /> <br /> WHEREAS, a number of the municipalities in the County of Anoka have <br />registered with the County Board their specific concerns and disagreements <br />with various taxing and revenue distribution policies; and, <br /> <br /> WHEREAS, it is the consensus opinion of the Anoka County Boar'd of <br />Commissioners that there is a need for a comprehensive review of the <br />effect of the present direction of the current taxation and revenue <br />distribution policies of the Minnesota State Legislature on the continuation <br />of what has over the past years been nationally recognized as a "high <br />quality of life" in the State of Minnesota; and, ~ <br /> <br /> WHEREAS, it is the opinion of the Anoka County Board of Commissioners <br />that positive alternatives can be developed relative to the current <br />property tax structure and revenue distribution formulas to provide for <br />consistency in application, fairness in distribution, and further <br />create a business and economic climate which will be conducive to support <br />the sustained growth necessary in order for Minnesota to remain as a <br />national model and viable economic community: <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Anoka County Board of Commissioners <br />that they do hereby respectfully request the Anoka County Legislative <br />Delegation to meet with the Anoka County Board of Commissioners after <br />the 1982 Session adjournment in order to begin to develop positive <br />approaches to a comprehensive review and analysis of the current Minnesota <br />State taxing and revenue distribution policies which appear to be impacting <br />negatively on many local units of government in Anoka County, as well as <br />the business and economic climate within the County jurisdiction. <br /> <br /> BE IT FINALLY RESOLVED that copies of this resolution be forwarded <br />to the Anoka County Legislative Delegation and the municipalities of <br />Anoka County. <br /> <br /> <br />
