m COUNTY BOA~,~ .~UPPORT FOR COI.~PREHENSIVE ANALYSIS OF TAXING AND REVENUE DISTRIBUTION POLICIES OF THE STATE LEGISLATURE OF MINNESOTA WHEREAS, the Anoka County Board of Commissioners is of the consensus opinion that the taxing and revenue distribution policies of the State Legislature serve as the heart and backbone of the structure of local government and its relationship to higher levels of government and the private sector which government serves and depends upon for its existence; and, WHEREAS, in recent years, the Anoka County Board of Commissioners has been aware of a growing concern on the part of local governmental officials, leaders of commerce and industry, as well as the general constituency about the direction of the tax policies and revenue distribution formulas in the State of Minnesota; and, WHEREAS, the Anoka County Board of Commissioners is particularly concerned with the recent shift of property tax burden from homestead residential property to commercial industrial property in the State of Minnesota and its effect on the "business climate"; and, WHEREAS, another major concern of the Board of County Commissioners is the built-in inequities in the revenue distribution formulas of the State of Minnesota relative to local governmental aids and fiscal disparities; and, WHEREAS, a number of the municipalities in the County of Anoka have registered with the County Board their specific concerns and disagreements with various taxing and revenue distribution policies; and, WHEREAS, it is the consensus opinion of the Anoka County Boar'd of Commissioners that there is a need for a comprehensive review of the effect of the present direction of the current taxation and revenue distribution policies of the Minnesota State Legislature on the continuation of what has over the past years been nationally recognized as a "high quality of life" in the State of Minnesota; and, ~ WHEREAS, it is the opinion of the Anoka County Board of Commissioners that positive alternatives can be developed relative to the current property tax structure and revenue distribution formulas to provide for consistency in application, fairness in distribution, and further create a business and economic climate which will be conducive to support the sustained growth necessary in order for Minnesota to remain as a national model and viable economic community: NOW, THEREFORE, BE IT RESOLVED by the Anoka County Board of Commissioners that they do hereby respectfully request the Anoka County Legislative Delegation to meet with the Anoka County Board of Commissioners after the 1982 Session adjournment in order to begin to develop positive approaches to a comprehensive review and analysis of the current Minnesota State taxing and revenue distribution policies which appear to be impacting negatively on many local units of government in Anoka County, as well as the business and economic climate within the County jurisdiction. BE IT FINALLY RESOLVED that copies of this resolution be forwarded to the Anoka County Legislative Delegation and the municipalities of Anoka County.
