I <br /> I <br /> I <br /> I <br /> i <br />I <br /> I <br />! <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />TO: <br /> <br />FROM: <br /> <br />RE: <br /> <br />Mayor and City Council <br /> <br />City Administrator <br /> <br />Monthly Staff Report <br /> <br />1) Economic Development Commission - This Commission has met on ~ebruar~ 4, 1982 <br />and on February 10, 1982 and they seemed to be off and running which is really good <br />news. I think the Council did an excellent job in the way they established this <br />Commission as it has quite a bit of flexibility. <br /> <br />2) Legislation - The Economic Development Legislative Subcommittee has met with the <br />following persons: <br /> <br />a) <br /> <br />They met with Commissioner Fields on February 5, 1982 regarding County <br />support in the repealing of the Fiscal Disparities Act. The outcome of <br />this meeting led to the County adopting a resolution to work with Anoka <br />County legislative delegation to improve tax laws that affect business <br />growth. <br /> <br />b) <br /> <br />They had a joint meeting with Senate Majority Leader Moe and Senate Mi- <br />nority Leader Ashbach on February 16, 1982. At this meeting they discus- <br />sed the following issues: <br /> <br />aa) <br /> <br />Fiscal Disparities ~ Senate Majority Leader Moe stated this <br />issue had to be resolved by Metro legislatures. Senator <br />Ashbach stated that the Minneapolis and St. Paul groups do <br />not want a change because they axe benefiting'immensely from ' <br />it. <br /> <br />bb ) <br /> <br />Property Tax, Residential vs. Commercial - Senator Moe cannot <br />see the legislators making any changes in this law. I don't <br />think he himself sees where a change is needed in the law. He <br />did think residential taxes should go up. <br /> <br />cc) <br /> <br />Workmen's Compensation Insurance Law - Senator Moe said they <br />are working on this law to clean it up. He said it will be <br />a very difficult job, He stated that they are not only getting <br />opposition from labor, but also the insurance companies, trial <br />attornies, and medical groups do not want the law change. <br /> <br />dd) <br /> <br />Workmen's Unemployment Insurance - We discussed this with <br />Senator Moe and Senator Ashbach and I got the feeling that <br />they were not going to tamper with the present law and didn't <br />see a need for it. <br /> <br />ee) Corporate Tax Law - We discussed this with them and neither one <br /> sounded interested in even reviewing. <br /> <br /> <br />
