Box J, Osseo, Minnesota 55369 (612) 425-2181 <br />South Olllce: 8500 210th St. W., Lakeville, Minnesota 55044 (612) 469-3881 <br /> <br />February 17, 1982 <br /> <br />Honorable Mayor and City Council <br />City of Ramsey <br />]5153 Nowthen Blvd. <br />Ramsey, MN 55303 <br /> <br />Re' <br /> <br />Proposal on Feasibility Study for <br />Trunk Sanitary Sewer and Water Service <br />to the 1983 Urban Area <br /> <br />Dear Council Members: <br /> <br />As requested at your January 26, 1982, council meeting, we offer this letter as <br />a proposal to complete the above referenced feasibility study. <br /> <br />Generally, the study area lies between U.S. Hwy. 10 and Industry Avenue and <br />east of Sunfish Lake Blvd. as shown on Map 13A of the City's Comprehensive Plan. <br /> <br />Tasks to be included in the scope of work are as follows: <br /> <br />1) Select preliminary alignments for both the sanitary sewer and water trunk <br /> lines and determine right of way requirements. <br /> <br />2) Select a preliminary site and right of way requirements for a well. <br /> <br />3) Prepare cost estimates for the proposed well, pumphouse and trunk facilities. <br /> <br />4) Determine the overall area of benefit for the facilities and separate the <br /> oversizing costs from the lateral costs. <br /> <br />5) <br /> <br />Review alternative assessment .policies and make recon~nendations on how to <br />finance and assess the project. (Presently the city does not have an <br />assessment policy for sewer and water utilities.) <br /> <br />6) Review the operation and maintenance costs involved with water and sewer <br /> utilities and make recommendations on fi'nancing these costs. <br /> <br />7) <br /> <br />Provide the city with 15 copies of the final study which includes a descrip- <br />tion of the projects, compilation of cost estimates, methods of financing, <br />summary and recommendations. <br /> <br />civil · municipal · planning $ environmental · land surveying · geotechnics · waste treatment <br /> <br /> <br />
