Voting No: None. <br /> <br />Motion by Commissioner Dunn and seconded by Commissioner Schneider, based on <br />the Findings of Fact, to recommend to City Council approval of this proposed <br />area to be rezoned to Rural Business. <br /> <br />Motion carried. Voting No: None. <br /> <br />Eo Change area designated Residential to Rural Business: <br /> <br />Motion by Commissioner Dunn and seconded by Commissioner Deemer to adopt the <br />Findings of Fact. <br /> <br />Findings of Fact: (Incorporate the following which were taken from P & Z <br />Meeting, October 6, 1981.) <br /> <br />1. That the Applicant has properly applied for the rezoning of a parcel <br /> of property from R-l, Residential to B-l, Business. <br /> <br />2. That the property is known as Plat 89211, Parcel 8550 and is located <br /> at the southwest corner of 167th Avenue NW and Trunk Highway #47. <br /> <br />That the Applicant appeared before the Planning and Zoning Commission <br />at their regular meeting of October 6, 1981 for a public hearing and <br />presented his request. <br /> <br />4. That said public hearing was properly advertised and a copy of said <br /> hearing notice is hereby incorporated as a part of these findings. <br /> <br />5. That the Applicant's property is adjoined on three sides by R-i, Resi- <br /> dential, zoning and by B-l, Business, zoning on the remaining side. <br /> <br />That access to the property would have to be provided on either State <br />Trunk Highway #47 or 167th Avenue NW which is designated as a thorough- <br />fare street. <br /> <br />7. That past requests for rezoning of this property as well as other prop- <br /> erties in the immediate area have been denied. <br /> <br />That a letter objecting to the rezoning has been received from the <br />Coon Rapids Clinic, owners of the Ramsey Clinic, and that said letter <br />is hereby incorporated as a part of these findings. <br /> <br />9. That neither the existing comprehensive plan nor the proposed compre- <br /> hensive plan propose any rezoning of this property. <br /> <br />10. That said application may be subject to Metropolitan Council review. <br /> <br />11. Property is not a lot of record. <br /> <br />12. Request for rezoning for purpose of a gas station was denied in the <br /> past because of soils. <br /> <br />13. Planning Commission has recommended rezoning of this area in the past. <br /> <br />14.
