City of Ramse',.'.

I
I

February 2, 1982

I
I

Councilperson Carol Dyke
South Orchard Road
Worthington, MN 56187

Dear Councilperson Dyke:

I
I
I

In regards to our discussion on the State property tax law at the League
of Cities' Legislative Conference on January 27, 1982, I am enclosing the
following documents which I think you will find quite interesting:

a)

Exhibit "A" - This shows how the Minnesota property tax law
affects a $50,000 structure as a residential homestead struc-
ture, then as a residential rental structure, and then as a
commercial structure. (This was prepared by the Anoka County
Assessor.)

I
I
I
I

b)

Exhibit "B" - This shows a comparison between residential
property taxes and commercial taxes using the same valuation
over a ten-year period of time. (This .was prepared by the
Anoka County Assessor.)

I think when you review the contents of Exhibits "A" and "B", you will see
how unfair our Minnesota property tax law is when it comes to residential
rental property and commercial property. After you review this, you will
understand why the business community here in Minnesota looks at States
like South Dakota, North Dakota, etc. to locate their business. We also
recognize that the State corporate tax, workman's compensation, and the
State unemployment tax have to be brought in line with other States.

I
I
I

Consequently, the City of Ramsey has been taking a very strong approach
on tax reform here in Minnesota. We in the Metro area need the outstate
support. I might add that the DFL legislators are too anxious to change
the above tax laws.

Consequently, we would like your support on this issue. Accordingly, we
are enclosing a list of the Senate Tax Committee members who are now con-
ducting a hearing on State tax laws:
