I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I. <br /> <br /> ~qE TROPOL ITAN COUNC IL <br />Suite 300 Metro SQuare Building, Saint Paul, Minnesota 55101 <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br /> February 2, 1982 <br /> <br />Metropolitan Parks and Open .Space Commission <br /> <br />Parks and Open Space Staff,'Arne Stefferud and Charles Smith <br />FISCAL YEAR 1983 LAWCON/LCMR CRITERIA <br /> <br />~NTRODUCTION AND SUMMARY <br /> <br />This memorandum contains an analysis of staff recommendations for evaluating <br />and distributing FY '83 Land and Water Conservation (LAWCON) and Legislative <br />Commission on Minnesota Resources (LCMR) grants for local parks. Staff is <br />requesting the Commission to'adopt the recommendations (pp. 10-16) for purposes <br />of receiving coments from prospective applicants. <br /> <br />A summary of the issues and recommendations is given below. Criteria that are <br />proposed to be changed from .FY '82 to FY '83 are: <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />i <br /> <br />As <br /> <br />Policy Planning Area allocations, are revised with more funds going to the <br />Fully Developed Area and Area of Planned Urbanization based on a <br />combination of previous grant applications, population and tax valuation <br />data. <br /> <br />Boat launch projects are again given top funding priority for FY '83. <br />However, only 3 percent instead of 10 peecent of the total LAWCON/LCMR <br />amount should be reserved "off the top" for this purpose. <br /> <br />C. Project review criteria are revised by: <br /> <br />awarding the maximum points (under service to predominant user group <br />criteria) to projects that serve less than all five age groups if that <br />project serves an age group or groups which are not adequately served <br />by existing facilities <br /> <br />adding points if an applicant community supports regional recreation <br />open space in that comunity. If the community doesn't have any <br />regional recreation open space, it receives points for having a <br />project consistent with its comprehensive plan. <br /> <br />AUTHORITY TO REVIEW <br /> <br />Applications for Federal Land and Water Conservation funds and state <br />Legislative Commission on Minnesota Resources grants fall under the provisions <br />of Office of Management and Budget Circular A-95. This circular requires that <br />applications for federal categorical aids be submitted to the regional <br />clearinghouse for review and comment as to consistency of the local <br />applications with regional plans. The Metropolitan Council has been designated <br />as the A-95 review clearinghouse in the Metropolitan Area. <br /> <br /> <br />
