A comparison of 1981 total assessed valuation by policy planning area shows that: - The Fully Developed Area has 57 percent of the assessed valuation. - The Area of Planned Urbanization has 33 percent of the assessed valuation. - The Freestanding Growth Centers have four percent of the assessed valuation. - The Rural Area has six percent of the assessed valuation. A comparison of the 1980 census for each policy planning area shows that: - The Fully Developed Area has 55 percent of the population. - The Area of Planned Urbanization has 32 percent of the population. - Freestanding Growth Centers have five percent of the population. - The Rural Area has eight percent of the population. For FY '82, the policy planning allocations were: - 49 percent for the Fully Developed Area - 34 percent for the Area of Planned Urbanization - 11 percent for Freestanding Growth Centers - 6 percent or $100,000 for the Rural Area - up to 10 percent "off the top" for boat launch projects on priority 1 akes. Using these allocations and comparing them with the factors just listed, it is staff's recommendation that they be revised to: - 50 percent for the Fully Developed Area - 36 percent for the Area of Planned Urbanization - 9 percent for Freestanding Growth Centers - 5 percent for the Rural Area or a maximum allocation of $100,000 - Up to 3 percent off the top for boat launch projects on priority lakes (see section C for further details on boat launch priority).
