The LDC may also constrUct a new build- <br />ing or modernize an existing one; then lease or lease-purchase the build- <br />ing to a business client. <br /> <br />Services to be Provided <br />Upon City Council approval of this proposal~ Preferred 'Planning Services <br />will assist Ramsey in establishing a Local Development Corporation by dev- <br />eloping Articles of Incorporation, By-Laws, SBA Certification, 1982 Goals <br />and Objectives, and in developing a fund raising program. Preferred <br />Planning Services will also assist Ramsey in participating fully in the <br />Star Cities Program, sponsored by the Minnesota Department fo Energy, <br />Planning and Development. These services will be provided in full, to <br />the satisfaction of the City Council, within 120 days of execution of the <br />Project contract. <br /> <br />Method of Payment <br />If this proposal is accepted by the City of Ramsey, billing will be as follows: <br /> <br /> One-half (½) upon execution of the contract. <br /> One-half (½) upon project completion. <br /> <br />The total project cost will be $5,000. In the event the project should be <br />terminated for any reason, services' provided will be pro-rated at a rate <br />of $20.00 per hour. <br /> <br />Conclusion <br />The city of Ramsey is projected to be the fastest growing municipality in Anoka <br />County in the 1980's. The development of LDC would help assure some jobs <br />to balance this growth. In return for the establishment of, and ongoing <br />assistance to the LDC, the city will be rewarded with expanded general busi- <br />ness, a diversified and expanded tax base, and greater employment opportun- <br />ities for the City of Ramsey and for Anoka County'. The existance of a viable <br />LDC would also provide the City of Ramsey with the opportunity to utilize <br />the skills of the city in promoting and assisting new businesses. By utilizing <br />Communtiy Development Blocl~ Gra.nt funding, as well as the advantages of <br />and LDC, the City of Ramsey will be at a competative advantage in securring <br />industrial/commercial development in the north-suburban area. The opera- <br />tion of an LDC would also provide a substantial service to existing Ramsey <br />businesses who would have increased financing options with which to finance <br />business expansion. <br /> <br />PREFERRED PLANNING SERVICES <br /> <br /> <br />
