I I I I I I ,I I I I I I I i County of Anoka Comprehensive Plan Review Page Two b j Following the adoption of the Plan, Anoka County should submit the "comprehensive sewer policy plan" portion of the Plan to the Metropolitan Waste Control Commission for its review. 3. Parks as The Anoka County Comprehensive Plan conforms with the Regional Recreation ~pen Space 'System as' defined by the 1977 system statement. The Plan should be amended under the provisions of Minnesota Statute 473.856 to include the potential regional trail corridors in the County. 4. Airports Anoka County should monitor and coordinate with the affected governmental units concerning future roadway actions in the Anoka- Blaine Airport area. The Plan appears basically compatible with the plans of adjacent governmental units and the affected school districts. The County should continue to cooperate with the cities, townships and other units of government in addressing comments raised during the Plan review. The Plan relates to other adopted Metropolitan Development Framework Guide chapters as follows: The Plan is consistent with the Metropolitan Development Framework Guide chapter with one exception. The County should delete Policy 11 on page LU-21 or modify it so as to not 'encourage the use 'of intermediate or long-term agricultural preservation devices in the County's General Urban Area. 2. Metropolitan Investment Framework The County should follow the definition in MSA 473.852, Subdivision 4, when preparing'its capital improvement program(s). Each program should show projects planned for a five-year prospective period, a statement concerning the need for each project, the financial sources, and the financial impact that each improvement will have on the County. to improve its Plan, the County should include a schedule of annual principal and interest payments on its outstanding indebtedness, until such time as the debt is retired. Ds At such time as the County amends its capital improvement program (at least biennially),~ it should send a copy to the Metropolitan Council for review and comment.
