To improve its Plan, the County should include a schedule of annual principal and interest payments on its outstanding indebtedness, until such time as the debt is retired. At such time as the County amends its capital improvement program (at least biennially), it should send a copy to the Metropolitan. Council for review and comment. 3. The Plan is consistent with Housing and Pr~tect~ion Open Space chapters of the Metropolitan Development Guide. 4. Solid Waste The County is referred to the review made by the Council of the County's Solid Waste Master Plan. ADVISORY COMMENTS A. Local Parks Anoka County has eight other county parks and one proposed park which are not part of the Regional Recreation Open Space System. These parks have been or will. be developed .to compliment.the regional park._. . .... facilities. Consequently county residents receive adequate recreation services in a cost-effective manner. B. Solar Access The Omnibus Energy Act of 1978 requires local governments to include a land-use plan element for protection and development of access to direct sunlight for solar energy systems. This Act was passed after the Metropolitan Land Planning Act and is an amendment to the Planning Act. At this time there are no guidelines for how local governments are to response to. solar, access, planning requirements, ~L but the Anoka Count~ Plan s~ould briefly address the subDect.
