I
I
I
I
I
I
I
I
I

I
I
I
I
I
i
I

I

Special Co~mcil Meeting called back to order at 9:16 P.M.

Case #1 (Continued)

2) Landfill Status regarding Anoka Landfill Contract Transfer

Motion by Councilmember Van Wagner and seconded by Councilmember Reimarm,
authorizing Mayor Gamec, Councilmember Cox and City Attorney Goodrich
represent the City Of Ramsey at a meeting with Anoka in regards to Landfill
Contract and report back to Ramsey City Council with the results of this
meeting.

~tion carried. Voting Yes: Mayor Gamec, Councilmembers Reimann,
Sorteberg, and Van Wagner. Voting No' None. Abstaining' Councilmember
Cox.

Case #2 Comprehensive Plan:

Mayor Gsmec stated that further requests have been made by Metro Co~cil
in regards to Ramsey's Comprehensive Plan. One is that we adopt a
waste control management ordinance

Mr. Raatikka - Metro Council is concerned that Ramsey is opening up too
much of an area that would require sewer. They would like us to cut that
area in half, limiting flow to 8400. Regarding 2½ acre density, Metro
Council would go along with a moratorium for a period of two years.

Councilmember Cox - Metro Council is imposing petty requests for us to
comply with just to satisfy their own game.

Mayor Gamec - If we don't agree to the moratorium, Metro Council is
ready to adopt our Comprehensive Plan as is -- with no sewer flow.

Mayor Gamec polled Council for their opinions regarding neighborhood
center proposed at corner of 167th and T.H. #47.

Councilmember Sorteberg - I am against any proposed re-zoning.

Councilmember Reimann - I am for re-zoning all four corners in question.

Counci]member Van Wagner - Might as well re-zone. The requests will
come in again later.

Councilmember Cox - If we expand that area, I don't think we should put
a limit on it.

Mayor Gamec - I can see it developing as a neighborhood commercial type
area under a special zoning which would restrict the businesses to those
of iow water usea~e and to an area to encompass no more than 30 acres.

Motion by Councilmember Reimann and seconded by Councilmember Van Wagner
to adopt Resolution #82-1 which amends the proposed P~nmsey Comprehensive
Plan adopted by Council September 22, 1981. Please refer to resolution
file for Resolution #82-1.

Sp C/January 4, 1982
Page 3
