I I I I I I I I I I I I I I I I I I Councilmember Reim;~nn inLroduced the following resolution and moved for its adoption: RESOLUTION #82-1 WHEREAS, the City of ~amsey is in the process of preparing the Comprehensive Plan as required by the State Land Planning Act; and WHEREAS, the City has submitted a draft of the Comprehensive Plan to the Metro Council; and ,~ WIIEREAS, the Metro Council has reviewed the draft and found in- consistencies with their Metro Development FrAmework Guidelines which are as follows: a) On-site septic system - The City currently has not im- plemented its ordinance for i~spection and maintenance of on- site septic systems. b) Two and one-half (2½) acre residential lot size - cur- rcntly, the City allows deveiopment on parcels of two and one- half (2~) acres. c) Parks and Trails - Currently, the City does not refer- ence the trail system in the Mississippi Rivers Critical Area. d) Transportation - The City's Comprehensive Plan does not limit access to Highway #10. , e) Preservation of Agriculture Land - presently the City's' Comprehensive Plan does not recognize preservation of agri- cultural land. f) Transition Area - Presently, the City's Comprehensive Plan does not distinguish between the rural and transitional areas. WHEREAS, the City of Ramsey hs recognized the need for neigh- borhood convenience centers outside the Urban Service Area; and 'W]{EREAS, the City has determined the need to limit the water use of these neighborhood convenience centers so that they do not pre- maturely impact the Metro facilities; and WHEREAS, the City has recognized the advantage of a Recreation Open Space Zoning classification; and WHEREAS, the City of Ramsey is amending the zoning classifi- cation of the General Mills property which currently is zoned Rural Open Space to R-1 Residential.
