I I I RESOLUTION ~81-196 RESOLUTION REQUESTING THE REPEAL OF THE FISCAL DISPARITIES ACT ~EREAS, the City Council, City of Ramsey, Anoka County, State of M.[nnesota is opposed to State tax laws that are discriminatory to any segment of the business, industrial, or trade sectors of the State of ~inr~esota; and I ! I I WHEREAS, even though the City of Ramsey benefits from the F]scal Disparities Statute, 'it is still .opposed to this negative and discriminatory. statute for the fo]lowing ~easonsf. 1) It is a law which has a discriminatory and adverse effect on the ~x]~t~q~ com~nerc]al and industrial segment of the entire ~4etropolJtan Ar~a~ 2) It is a ]aw. that has a negative affect on potential commercial ~nd J.ndu~tr~al development in the Metropolitan Area 3) It is a law that destroys the incentive of energetic Metro- poi_iran Area communities to seek commercial and industrial development in their ~espective co~nunities as it is an added tax burden only on business and commercial properties. 4) It is not an equal tax but zather it is a tax on a minority - the commercial and business segment of our economy. WHEREAS, even though the City.'.of Ramsey benefits from certain parts of the Fiscal Disparities Act, the Act's negative aspects far outweigh its benefits to the City of Ramsey; and I I ! I i WHEREAS, at the local governmen~ level, we as City Councilmembers see day-to-day the particular tax problems confronting our small businessman and the almost stifling affect these taxes have on the businessman's opera- tions, and in fact their very existence particularly during this present recession; and WHEREAS, the quality of life here in Minnesota for every citizen is directly affected by the failure of a single business in the State. This is true because of the obvious loss of employment, and lack of need for ser- vices and materials in addition to the tax revenue loss. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CI~"f OF RAMSEy~ ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That ~e Governor of the State of Minnesota request the legista-~ tive body of the State 'to repeal the Fiscal Disparities Act and that this be~ accomplished during the 1982 Legislative Session and that this be done for~t.he following reasons: -
